A virus related to bluetongue was recently discovered in healthy Swiss, German and Italian goats. Scientists doing additional research to replica the virus have run into some difficulty but efforts continue according to the US National Library of Medicine, National Institutes of Health.

Bluetongue is a virus transmitted by biting insects that effects goats and sheep. The common symptoms are oral lesions, fever accompanied by swelling and discoloration of the lips and tongue, hence the moniker bluetongue.
